Questions for Partnership In Power consultation year 3




The third year consultation documents for the National Policy Forum have been published and can be read
here. Some CLPs have asked for ideas of the questions to be considered. So here, for each subject, are some questions that you might want to consider:

Britain in the World


  • How can we promote good governance and accountability and a zero tolerance of corruption?
  • How can we build public services and promote economic and sustainable development in poorer countries?
  • How can we build support and funding for eradicating diseases such as HIV and malaria?
  • How can we reform international institutions (like the UN or the World Trade Organisation) so that they are more responsive to the fight against global poverty?


  • What should our attitude be to Palestine and Israel?
  • What should we do about Darfur? Zimbabwe?
  • How can we spread peace, freedom and democracy, whilst promoting economic security and environmental protection?


  • How can we prevent terrorist attacks and win the battle for hearts and minds over the extreme ideology behind much of the threat?
  • How can we promote and protect human rights and challenge abuses where they occur?
  • How can we prevent the spread of organised crime internationally?


  • How can we get support and consensus on dealing with climate change?
  • How can we work with EU partners to reach new agreements on migration and preventing illegal migration?


  • How can we promote further enlargement of the EU and make the case for Europe?
  • How can we promote the case for the positive benefits of Europe?



Creating Sustainable Communities


  • How can we further promote and incentivise both recycling and the reduction of waste produced by households and business?
  • How can we educate and support people to reduce their environmental footprint and waste, whilst removing barriers to sustainable development?
  • How can we support the development of green technologies?


  • How do we ensure that bus services in all parts of the country – whether rural or urban – are better integrated and more reliable?
  • How can we meet the growing demand for greater rail capacity?
  • How can we reduce congestion on the roads?
  • How can we ensure growth in aviation takes place in an environmentally sustainable way?


  • How can we go on to eliminate fuel poverty in all households?
  • How can we promote and enable greater household energy efficiency?


  • How can we help authorities to involve communities in the delivery of local services?
  • How can we give people a sense of ownership over their local communities and services? How can we involve and engage people in local government?

  • How can we increase supply of social housing to meet future needs while continuing to raise standards of existing stock where necessary?

  • How can we ensure that all rural communities are supported by high quality local transport and have access to all the services they need?

Crime, Justice, Citizenship and Equalities


  • How can we embed a culture of respect in Britain to prevent offending while best preparing and equipping our law enforcement agencies to detect crimes and enforce the law?
  • How can we harness new technology and methods to improve our crime reduction and prevention capabilities?
  • How can we address the perception gap between the actual crime rate and the fear of crime?
  • How can we tackle drug and alcohol-related crimes?
  • How can we address the underlying causes of crime?
  • How can we fight the causes of terrorism?


  • How do we continue to reform the criminal justice system to ensure that the interests of law-abiding citizens are paramount?
  • How can we make the justice system more accountable to victims and communities?
  • How can we reduce re-offending?


  • How do we ensure that Britain is best prepared for, and able to benefit from, global population shifts?
  • How can we ensure that our immigration and asylum policies are fair and command the trust and support of the British people?
  • How can we integrate into our way of life those who arrive here legally?


  • How do we ensure that everyone has a full stake and say in our future, regardless of age, gender, disability, ethnicity, sexual orientation, religion or belief?
  • How do we tackle the pay gap between men and women?
  • How can we ensure that we maintain the right balance between the rights of the individual and the rights of the community?


  • How do we reform the organisation of the state so that it is responsive, accountable and empowering?
  • How should we give Britain a better constitution?
  • How do we address apathy and the low turnout at elections?
  • How do we enhance and ensure trust in our democratic institutions and politicians?



Education and skills


  • How can we ensure that families have access to flexible nursery education provision to fit around their needs?
  • How can we raise aspirations from a young age to improve life chances?
  • How can we develop a highly skilled and qualified workforce to provide high-quality care?


  • How can we improve the educational outcomes of children in care?
  • How can we ensure greater stability in a child in care’s life through higher quality and more suitable placements?


  • How do we ensure that all children, even the hardest to reach, leave school with the necessary skills to succeed?
  • How can we reduce truancy?
  • How can we help children from poorer backgrounds to participate in a wider range of activities outside school?
  • What should our investment priorities be in education in light of global, demographic and technological changes?
  • How can we raise the expectations and educational outcomes of the most disadvantaged young people?


  • What will be the role of employers and educational institutions in the provision of modern apprenticeships? How can we increase provision of places?
  • How can schools and colleges work with employers to provide the best learning experience for vocational students?
  • How can we support and encourage more adults to improve their skills?



Health


  • How do we change Britain’s relationship with alcohol?
  • How can we reduce the incidence of STDs, especially for young adults?
  • How do we reduce obesity, in adults and especially in children?


  • What role should national and local decision making have in the NHS?
  • How do we deal with increased expectations of patients? For example, demanding new drugs before they have been properly tested? How do we balance fair provision with limited resources?
  • How can we get NHS trusts to consult and involve patients and the wider community in their work? How should trusts involve the local community in decision making?


  • How do we encourage people from socially disadvantaged backgrounds to live healthier lives?
  • How do we increase NHS dental provision? How can we ensure dentists remain within the NHS system?
  • How can we improve standards of GP care? How should we monitor GP standards? How should we deal with complaints about NHS staff?


  • How can we develop a consensus for new social care funding settlement between state, family and citizen that is both fair and economically sustainable?
  • How can we raise the profile of care as a career choice?
  • How can we break down barriers between various parts of the NHS and also with local authorities and third sector care providers, to ensure an end to problems for patients?
  • How can we tackle the stigma about mental health issues?



Prosperity and work



  • How do we keep our economy competing in the world economy and make the most of the rise of countries like China and India?
  • What more can we do to make young people enthusiastic about science and address the gender imbalance in engineering and technology?
  • How do we build up our competitive services and manufacturing industries, especially in key growth areas like environmental industries and biotechnology?
  • As levels of entrepreneurship are lower in some parts of Britain, and unequal between men and women, how can we increase overall levels and reduce these gaps too?
  • How can we encourage the use of co-ops and social enterprises?



  • How can we enable more families to balance their work and family commitments successfully?
  • How should we help more families to build up assets for their children?
  • What more do we need to do to eliminate child poverty by 2020?



  • What more can we do to encourage young people to start saving for their pension earlier in life?
  • What more can we do to make sure that elderly people receive all the entitlements and services they are owed?



  • What more support is needed to reach our target of an 80% employment rate?
  • What more do we need to do to make sure that the rights of vulnerable workers are protected?
  • How can we support trade unions to support their members facing future challenges?
